- What and where I would like to promote - which offer and what country/ies it wll be?
- What is the best traffic source for that? Do I have enough knowledge and/or money for trying that?

First of all you need to know where your audience is at this moment. How old is your average customers? What are they into? If you would like a construction company, where would you search first?
