Merchant Questions About Getting Started

OK.. I guess every forum has different capability on searching the post.

I am looking for information about which program to start with for Merchant. CJ and many other affiliate program are way to expensive for a startup. Basically, I have a service to sell to all local businesses. My challenge is that a lot of local business owner don't get online. So I need to find a ways to allow affiliate marketers to sell the services online and offline and be able track the sales and be able to pay commission to marketers on time.

Are there such programs out there? What keywords should I look for?
