good tool to manage images

I haven't used it yet, but i heard that it it has many features that will help us work faster and more efficiently, including taging images.

According to me these tools are the best:
Picasa
GIMP
Adobe Photoshop

I have used Picasa and it works great, also it does facial recognition which is pretty decent.
