Voluum is one of the best tracking systems, it works with mobile offers and can help you collect moble data. I'm not sure about revmax.com offers, but I guess it's nothing different from other mobile networks

You can track them with postback, which is a very safe method. Many trackers do this (Voluum, AdsBridge, TrackingDesk, etc.)
