Which is the best for download offers(recipe toolbar,tv fanatic,etc.) from your experience?

Which traffic sources should convert well with these types of offers?
Any suggestions?
I tried download offers with Bing Ads...and had some good results but not enough good
for me!

Traffic isn't overly important it's the targeting that is!
