Yes they are but you if you are cleaver enough then you'll send traffic via landing page in order to grab the leads.

AFFportal is a excellent tool and very cheap. Its hard to really say "the best tool" because each has there own flavor that they bring to the table. However if your just starting out and have a limited budget I would go with AFFportal , and SEMRush. I recently spoke with Spyfu and I forget what they said exactly but long story short Bing wasn't their primary focus.

I have used iSpionage and SpyFu and both are working super way to hack the bing ads.
