Yes, I think so. Elsewise, how would they know whether or not your clicks are valid. I've also read accounts of networks looking at your links in order to steal your traffic. I'm certain no legitimate networks do this. Just my opinion and trusting nature, I have nothing to back that up.
Also, a traffic source is usually denied for a reason. It just dosnt convert well on the backend for the advertiser. Run a banned traffic source and it will catch up to you, usually with the advertiser hitting up the network telling them to pause the affiliate on all their offers.
