So is it really about how high your bid is in Adwords campaign? Your ads won't be shown unless you bid higher? Does it really make sense?

It's a combination of bid price and quality score and maybe now even other factors.
And then now after deleting/changing some of my keywords, it shows 'billing issue'? It's now getting really really confusing 
I run a adwords campaign through spring when the gardening season is starting. It can be a bit confusing at time if your not used to it. Bid price is one of the main factors in getting your add shown. what sector are you in.
Adwords is still so tricky for me. I feel as though I am constantly increasing my bids because my competitors are so aggressive about their bidding. I am currently trying to figure out what time of day is best to bid or to set my keyword (live) at.
If I don't set a time-frame, I notice that my ads stop showing after 2 or 3 pm and that's because my bid for the day runs out. Is there any good way of knowing when the traffic is highest? I'd rather save my clocked adwords time for the busiest hours of the day.
