Well if you're just starting I'd advise to stay away from Bing and Adwords, and try other ad networks first. It's gonna drain your funds easily. Learn about tracking and optimizing first before going mainstream with Search PPC.
Well I meant tracking subIDs on your affiliate network, not on PopAds.
PopAds allows dynamic URL tags you can use to track. You can view it in their knowledgebase.
You can always track using subIDs in your network, that's what I meant. No need to spend $$$ on a tracker if you can utilize your network's tracking.
I've been using PopAds for a month now and I can personally vouch that the traffic is good.

I suggest you read on blogs/guides/sources on how to set up a campaign from picking a niche to running it etc etc first before you get started.
You're from Germany, offline methods should do good for you with minimal investment. Get into a CPA network, find something like a giftcard offer, print out posters or flyers with a QR/shortened link going to that offer, and start posting it in allowable public places.

How not to lose all your money? Start with proven networks and established traffic sources. Focus and commit to your campaign until it greens out and avoid spreading out.

This is probably the best advice I've read in a while. To start, try Amazon, they tend to convert better IMO. You can also check out commission offers on Peerfly - they've got a lot of it from different niches - pets, parenting, apps etc.
The affiliate managers are much better here.
@ontopic What surveys are you promoting? As much as possible, use something that's related to your audience. For example, if you're promoting 'Get-paid-to survey offers (Biz opps), you're more likely to succeed advertising in work-from-home...
