I think it really depends on the offer you have, not only the traffic source.
If you're going to self-service platforms etc - talk to their support, usually they have a lot of data regarding what's works best/worst on their platform.
To be honest I think the best way is to try the same ads across several networks until you'll find out which works best for which offer. There is no best network, every network has different traffic that performs differently

You should take in mind that in order to be profitable, you'd probably have to spend a bit.
$200 is not much - I recommend you starting with Pop traffic, they are more newbie-friendly and CPM is usually lower than CPC rates.
