I do geo target yes. The offers I've ran were for a specific geo, so all traffic was targeted from there :)

For the in-page push there was a minimum cpc of 0,03, which was above the cpc that the traffic chart mentioned so I went with that. For classic push I went slightly below the recommended cpc.
