One Last Attempt At Affiliate Marketing

I have heard that you need to have between $2K and $4K to setup and test campaigns. This includes tracking, spy tools, traffic, landers and hosting. I was hoping that I could see some decent net profits with maybe around a $600 budget....thoughts on this?
