    That is correct. Well yes, the tracker seems to be configured properly and you've lost these users. I'm guessing, this is mobile popup traffic? You're bound to lose some users on popup campaigns tbh but 35% is too much in my opinion. It could be due to your tracker, slow redirects or slow page...
