Traffic Vance and Lead Impact are the best and have some good traffic but have high amounts to start off. DirectCPV is affordable and is ideal fro beginners with a low starting amount. The best thing to do is to learn the ropes and then move to the other platforms.
PPV or CPV which is the correct term, is still in a nascent stage but is maturing fast. However, it is used by serious marketers only due to the relatively high deposits involved. Any tools that will provide assistance will be appreciated by PPV marketers.
You may profit with spending 200 bucks or you may not. But the pint is if you don't earn profits, you can easily classify what you have spend as "training cost" because that is what it is. It is pure data that you have got from your own experience.

For one who is starting out I recommend DirectCPV, followed by Lead Impact and Traffic Vance.
DirectCPV requires a minimum deposit of $100, LI $200 and TV $1000. TV traffic is the best.
You can to PPV to CPA but only if you understand those terms first. PPV is based on impressions and if you're not careful you can blow a lot of money away on impressions without getting a single click.
Take time to understand and learn and then start campaigns with a low budget per day.
I am not sure if you can redirect a locker because a locker is traditionally something that unlocks a locked page. It's something like if you have a padlock on your front door then you can only go into your house if you unlock the padlock.

Content Locking is exactly what it suggests - locking of content. Now content means something that is going to be useful for the visitor for which he is willing to do a survey in order to get to the content. Usually tips pertaining to any niche or some resource which the visitor is looking for...
