What you're looking for is default_destination_rate_delay. Or you can set up a custom transport for just Hotmail related domains and set a rate delay for only those domains.

You're going to burn that list before your feet get wet. You need segmentation of leads at all levels of your campaign because "make money online" is way too general. You need to segment user interest at sign up, through clicks,through the viewing of content and most importantly, revenue.

Seriously, as far as tools/software, use whatever you're comfortable with that helps you get the right message out to the right person.
The best approach is figuring out what you did to turn them into inactive subscribers. You could try a re-engagement campaign to warm them up. But I'd put export them and run though a list hygiene service first before doing so.
That IP address in your initial post isn't sending email. It's only receiving.
