Yeah that means you can't promote those offers with any form of SMS traffic, including short codes. The issue is that many people that do SMS marketing don't have consent from the users to send them text messages.

IMO it's extremely hard to compete on Afflow/Monetizer by solely using it. Not saying it's impossible, just saying you need a competitive advantage. Over 100% ROI is definitely possible using only Monetizer to monetize your traffic.

I tried promoting mobile offers from a different affiliate network, but it still seems I am having this click loss problem. Also, I can't get any conversions. My banners are getting a relatively high CTR (2-4%), but 0 conversions on about 1500 clicks.

A couple more examples I can think of are AdMob and LeadImpact. How do you advertise as an affiliate there if you are direct linking to the app store? How are you getting credited for the conversion?
I have noticed that some ad networks want you to use the Package Name or the App Store Url if you are going to advertise on their platforms, though I was wondering how I would get paid if I promote a CPI offer there? How do I get affiliate credit? How do I track it too?
