Is your ad placing in the top 3 or 4 positions? If not then increase the bid. In my experience it's usually best to sacrifice ROI in the beginning to get a good CTR and then slowly drop the bids.
I'm typically prepared to spend around £300 to test an offer, however I only deal with CPL offers that payout at least £15 - £20. Remember, you're not only paying for leads but more importantly you're also paying for data - impressions, clicks, conversions.
