1) Meta tags aren't as important as they once were considering meta-search engines don't even really exist anymore. Still, I always consider it to be a must have when writing pages and content. Allot of search engines will still grab and use your meta description so it's good to have in there...
Not just backlinks...QUALITY backlinks. Specifically, backlinks from pages that already have PR and don't have a crap load of outbound links on them. You need to focus on quality backlinks and not quantity!
Not really that difficult. Just analyze the domain/page you'll be getting the link from. Obviously there are dozen of different tools out there to do this..But, be prepared to put in a little leg work :)
