Avoid blog comments at all costs! I spoke personally with an Ex-Googler and he told me that in the near future all blog comments will be considered as spam. There are so many other way to build backlinks...
A forums like Affiliate Fix, Digital Point, V7N are great place to find other webmasters to post guest posts on you blog. Just don't spam them and post your thread in the right section.
Are you trying to spam these forums with links? Or posting useless posts with poor grammar? Most of the popular forums try to keep the quality high and ban spammers.
Don't waste you time with free backlink checkers. IMO the only good backlink checker right now is Ahrefs ( and even Ahrefs show around 25% -30% of all backlinks).
As the other guys said - the quality of the domains is very important but IMO the quantity is also important. There is no way to rank on competitive keywords with links from only few domains ( no matter how authority they are).
What is you niche? Different niches have different channels for promotion. For example if you sell fragrance Facebook is a good place to promote. On the other hand if you offer local service - Google is the best bet ( Facebook doesn't work for that).
You don't need to bother for these metrics. Just create high-quality backlinks ( don't spam forums and blogs) and you website will start ranking in SE + your metrics DA, PA will increase automatically.
