How do I trigger clicks?

I don't know if this should be the right question. I'm trying to send flight calls. Keyword has 8k search in US. Google says top of first page bid is 0.78. I did $2.20/click, but didn't get any impression and clicks. When I click eligible, it shows "... ad low quality rank...". What is wrong...

Attention: "role based name" email prefixes such as support, webmaster, info, contact, forum, service, affiliate, admin, traffic, partners, marketing, etc., for our member accounts are not permitted.
