The way I usually do it, is to log in to my blogger Dashboard, then I click on the blog that I want.
After that I go on setting, and I click on import blog.
The RSS must me (.xml) extension, and I think there's a limit of size as well.

Sometimes it can be very hard to get a backlinks from .gov and .edu blog. Your best bet it to spread your research to see if you can get links from doing other activities.

You also need an auto responder mailing list.
Create a squeeze page with a form on it, that way you can collect information from people who need to download your product, stuff like that.

You can build quite a little bit of backlink at a time on a daily basis
The only way you get sandbox doing it is when you don't do it all
And all of the sudden, you get a tons of it at once
And worst case scenario is when you get those backlinks using only one anchor text...
Both are good,
But most of the time, it is best to have your links on different sites.
