I think they are unaware of breaking the rule when using those things. It is simple that they don't have time to read them carefully, or just with simple reason is that they ignore in order to take advantage of those things.

As you said that mix those phrases "dog food secrets"....So if I want to have my keywords like "dog food" rank in the first page of google, do I have to do the same with that? or google will rank for the phrase "dog food secrets" but not "dog food". I think this is a problem.

This is not difficult at all. Just focus on the off page and on page. This is a key-figure that will decide your traffic. On page is about content...Off page is about building backlinks.
