404 redirection without using htaccess.

I have a problem with redirection. I want to do the redirection without editing htaccess file. So please guide me how to do this without using htaccess. It is affecting ranking of my site. Thanks in advance.

Can I Get Some Idea About Resumitting to Google.

I heard about that many times. Does that help in getting some ranks recovered. please help me through the process of resubmitting and also the reasons why we have 2 do this. Thanks for supporting.
