Whats the best way to build a list?

My site is in the home health care field. We are a referral service for seniors seeking home health care. I've tried a number of things; article marketing, a little bit of jv, and some forum posts. What is a fast way to build a list?

Attention: "role based name" email prefixes such as support, webmaster, info, contact, forum, service, affiliate, admin, traffic, partners, marketing, etc., for our member accounts are not permitted.
