I agree 100%. I've been on some forums to where members have hated the forum software used so much, that they actually started a petition to get a new software in. Needless to say, they were placed on Mod Preview, and one of them got a permanent vacation from the site! :P
I use ZetaBoards for a few of my forums. The reason being is that it has a great feature set, and you do not have to sit around and wait long amounts of time for support. :)
I'm with Hissae. I have a forum called The Trash Can, and when a thread that normally would be deleted is found, I have it moved to The Trash Can. This way, if a ban appeal comes up, I have record of all the posts that user made. :)
I allow my Global Moderators to issue warnings and bans. However, for my sectional moderators, I only allow them the ability to warn, but they must also notify an Admin or a Global Mod.
