I think one of the best ways to promote your blog is via the search engines. Create some quality content, update it often, and build some backlinks. You'll have no problem getting some traffic. So long as you stick with it.

It really depends on what you're doing.
For example:
If you're monetizing a blog with adsense and building search engine traffic. Then yes, it could take a long time.
If you're selling your own products & services or collecting email subscribers and building traffic with PPC or media buying...
I've had the same experience. I've found getting backlinks from irrelevant but high PR sites can be just as effective as relevant links. However the downside is any traffic coming from those links will be useless.

You can usually get these $100 free vouchers when you buy webhosting or from using google adwords.
