Here's what I think you should do
1. Stop using Frontpage
2. Learn HTML/CSS
3. Use <div> elements instead of tables and use CSS to control their position and size.
If you wan't your site to be compatible across browsers then Frontpage, being a microsoft product is unlikely to give you good...

You obviously have a host in mind. Its difficult to recommend a host as it depends on your requirements.
Generally I would say:
- Avoid Windows hosting
- Avoid "unlimited" plans
- Try and find out some background about the company

I think this is probably a pretty bad decision, in general web users are a fickle breed who expect to get everything...
I personally wouldn't bother with advertising unless it was for an e-commerce site. For a site that's just content and getting its income from banners/affiliate links you'd have to be pretty careful with your targetting to make sure you are making more per visitor than they are costing you...

I didn't think you needed a visa to visit the UK from the US but they will have the latest info.
I don't think this is much use for serious webmasters unless they want to "pimp their myspace" or make website that looks like it was made in the 90s with geocities site builder.
I think it means that if you put an image tag on the page that it has to be within another tag pair such as p, div, or h1. If you don't put it within one of these its not valid XHTML, not to mention that where it appears on the page will be unpredictable.

I'm not sure what kind of services you offer but in any kind of business the basic rule if you want returning customers is provide them with a high quality friendly service.

However I think its quite difficult to be able to run more than one version of IE on the same PC.

I guess its temporary but I think the "CLOSEOUT SALE" in the middle of the page is way too big, and distracts from the rest of the site, and even the name of the company!
I think you need some text at the top so the user can read something about the company so they know if they want to stay...

I would avoid anyone who offers "Unlimited Space" and "Unmetered Bandwidth" anyway.
EDIT: Their website appears to be down, which is never a good sign for a webhost. Maybe they were a "take the money and scarper" outfit as WeWarez suggests.
