This depends on the individual you ask I have mine with 123reg but there are loads of places to go to. You are best to do some research for yourself and see which one appeals to you the most.
Yeah oldwelshguy is right if you want to create a forum make sure you have a niche to work with there is nothing worst than an empty forum. But if its just to learn from maybe go with a local team or one of your hobbies.
