It's only monday morning in the US right now , you should probably be more patient, Pulse360 has been around for quite sometime now and is not a shady network.
Just be patient until they answer your support ticket mate.

You're absolutely right about knowing your SEO before outsourcing it, it's a lot better if you give specific directions to the worker, because ranking a website #1 is "easy" but not always the best idea, also they could use some methods you don't wanna use or that will backfire at you later etc...
it depends on the budget you have and the type of traffic you're buying.
CPA is good because you don't need to spend too much to test an offer, and also you don't have to deal with refunds etc .. what you get is what you get (usually).
Otherwise if you're doing big media buys it's better to go...
I got denied too by PeerFly when I was first starting, contacted luke and some other guy via PM and skype to have a chance to explain what i planned to do (ppv/media buys) but nothing, i got denied without a single chance to speak to a real person... for a noob-friendly network they happened to...
