Have you considered solo ads? There's a lot of biz opp solo ad sellers out there. You can also easily find solo ad sellers with buyer lists that you can leverage. With the right landing page/offer, you could likely drive a lot of sales to a forex offer.
Using a good spy tool is a great way to see what offers are working... with the assumption if you see someone running an ad for a long period of time to a particular offer, then it's a pretty good indication that it's probably converting well.
At least for some legal protection (to protect your personal assets), it's probably a good idea. Here in VA it's literally 3 simple forms... and boom. You have an LLC.

FB is a great place for SOI. Just have to be careful about what offers you promote, and how you promote those offers. I'd definitely advice using your own lander versus going direct.
