Adsense parking page- how is this guy doing it?

gettingdentalimplants.org This guy has been advertising on some pretty big sites and I'm wondering where he is getting this service from. I heard Adsense is no longer offering parking pages and that you would have to go through someone else. Does anyone know which company this person is going...
