This is what I do:
1) Check my competitor's backlinks using Ahrefs
2) See what I can copy.
3) Look for free backlink methods, e.g. forums, guest posts, etc.
4) See where that gets me in ranking.
5) Invest to get to the first place.
Ask people you trust to join your forum. You will have to open a lot of threads yourself, and engage well with your small forum base. Make sure it's clear what you're touching upon in your forum and that it is relevant. The approach is everything, no matter how saturated that specific market...
