i would recommend improving your site, in as much as it needs a lot of effort on your part(what doesn’t?) but in the long run organic traffic is the best kind of traffic
i see you mentioned google in your question; make sure to read their guidelines for webmasters, i know it can be pretty hard to follow them to the letter and there is also the fear of updates ruining everything but if you are concentrating on google then their guidelines will definitely help...
i get what you mean about being hard yo target cold traffic; but if your site is on topic; let's say sports then it isn't as cold already;
also, as Graybeard said; sports fans are more likely to bet on sports events more than non sports fans;
you just have to find a creative way of "pushing" them
