Backlinks that produce traffic, better traffic that will convert, is what is valuable.
This is dependent on the natural crawl rate of the site linking to your target.
As to the SEO value and authenticity of the backlinks --that is a horse of another color altogether

A backlink is not going to bring you fantastic volumes of free SEO traffic today.
Maybe, if you get some backinks that bring their own quality traffic, without a search engine's involvement, the backlink could develop into something of value.

Prove that they sell (convert) with real data if you want to pay CPA. or;
Get your wallet out and pay for the clicks to your offers from that website to the publisher.
