We are coming up with a GPT website , We are using proxstop at the moment to prevent fraud apart from some internal measures. What all should be taken care of , to prevent fraud in a GPT website when you are coding it from scratch ?

I think 500$ should be good to start with , Will help you gather sufficient data and boost you to scale further. I would prefer a 1-1-1 strategy i.e. 1 traffic source - 1 campaign - 1 network . Preferably you should try up with adwords as a traffic source. Has been doing well for us.

I think the guys doing OfferWalls these days are making it big in Incent Marketing. Whatever product one is starting up with , Either a web GPT or a Mobile app, They can use an offer wall for premium paid membership, Just like the TrueCaller App does. Just my 2 cents to it :)
No you don't need a website, Many affiliates at our network deal with only free traffic, Maybe you can signup at our network and i would get you approved instantly. Always happy to help. Cheers !

For free traffic why not try youtube video's and Yahoo answers, Be careful while posting an affiliate link in yahoo answers, you need to do it tactfully, else your account may get banned there.
