What is your desired location? Where do your visitors access your site from mostly? Your requirements are reasonable and there are a lot of hosting companies that should be adequate suppliers for your needs.
A good cloud would be made with SSD drives, so these may be very similar in performance...As for the provider you mentioned, I am not familiar with their service, and so could not provide any insight into their uptime or speed.

A good cloud setup can be very expensive, and anything that is too cheap should raise red flags. VPS or dedicated servers are good alternatives at this time.
