The Google Keyword tool was a tool that was great for doing keyword research. Now it has been changed to Keyword Planner but it still works great for doing research.

They have a careful process which you have to go thru to sign up. My mom is from the U.S. but we live in Nicaragua and although she used her U.S. address and all they still contacted her and told her they wanted a scanned copy of her drivers license or passport.
I don't know that I would go as far as calling it a scam but I do think it is a waste of time and that the company is not very organized. Ever since their update things really have not been the same.
