An idea is to find topics that are related to the question that the poster asked, and occasionally mail the link to them. This is assuming they enable the "receive mail from admin" option.
And one way to even better this technique is if at the sign up page, you ask the new registrant to chose...
I think forum owners need to try and be a tad bit more creative with their forum's earning capabilities. The two traditional income streams from forums are adsense and ads. They need to think wider. For instance... if it is a site/forum with a very catchy name and say related to a niche, try...
Check out "tiki wiki" (dunno if I'm allowed to place a link to it. am I?) It's a free wikipedia type script for having your own pedia site. I assume that's what you are looking for?
As far as I can tell, quite a few "authority" sites such as news websites somewhat rely on this duplicate content issue. I have seen many news site that get their feed from other sources and pull them all into one site. I have also seen many auto blogs that obviously rely on duplicate content...
