I'm with the quality content brigade. You can always go back and tweak your onsite SEO, or re-ping pages after finding new backlinks, but everything else is just pudding.
I bought a few link wheels and pyramid gigs through fiverr, but they proved to be a waste of money. It's another case of quality winning over quantity, and the quality of the links was so bad that they'd usually have a negative result on my rankings.

At the end of the day it's all about list building and advertising. If I've got their email address and they get to see (and perhaps click on) a few ads, then I'm happy. Usually a handful of users do all the posting and the rest are inactive and that's OK. They're still useful.
I built up a reasonably big forum that way, but it's a lot of work and it's a thin line to walk. If you get caught then your members will immediately lose faith in the forum and all will be lost.
