What does incentive affiliates mean?

I'm new to affiliate marketing, and wanted to know what the following term means:

"This version of of the campaign is intended for incentive affiliates and biz opp sites. No cash incentives allowed."

Incentive affiliate means you drive traffic to free offer like: get an iPhone6 or something like that. In cash incentive, you send traffic which offers cash. For example " win $100 dollars" "win $200" etc. The traffic/leads complete an action to win this kind offer.

Some traffic exchanges. The incentive is usually credits toward getting visitors to their own sites. The idea is that people would visit sites, either manually or automatically, via a framed browser or client software. Each visit would be on a timer. Its not quality traffic. The high bounce rates could have a negative effect when used with search engine analytics, such as Google Analytics.
