Can i use PPC Adwords to send traffic to my landing page promoting a CPA offer? Does Google allow this? Or Adwords can be used only to send traffic to established proper website?

Yup just make sure your following their guidelines, if you find that you have to break a few rules, a better options might be to go with Bing or some other form of advertising.
