Targeting Other Countries via SEO

Whats cracking peeps?

Does anyone have experience making niche sites that target other countries in the SERP's? I'm thinking I need a server IP from the location I want to target but I'm not sure.

I've never really tried it so I'm not completely sure, but in google webamsters you have an option to choose a country you want to target.
