Question about the wording Text Ad

The following is noted in a campaign on maxbounty:

Unless otherwise indicated, or specific permission has been received by the merchant, BANNERS are solely used for on-website ad placement, TEXT AD are solely for on-website placement or text based email newsletters. Neither can be used as SOLO EMAIL ADS.

Does this restrict me in placing ads on sites/networks?

Yea, you guessed it, I am a newbie. The answer may already be on this site somewhere, so I will continue looking, so thx for any response(s).

It appears to mean that they don't want you to take their banners or text ads and use them solely in any email promos....but you can use them as they are intended to be used...which is having them displayed on a website. Why not just ask them or your affiliate manager?
