Yes this is usually a problem on shared hosting. A good VPS will have partitions enabled.

Although we can disable this feature in Prosper202, we decided to make it a requirement because without partitions, performance drops a lot. We what to make sure our users have the best experience with the software at all times.

I wouldn't recommend using any self hosted tracker on a shared hosting.

Get at least a VPS. Take a look at DO, unmanaged VPS costs as about shared hosting but the difference in performance is huge.
