i want to promote cpa pin submit offers, please what do i need to do first, don't have webite.

Well first thing you need is to get a website. Register at digitalocean or vultr, they got cheap VPS alternatives.
Then you buy a domain name from namecheap (get them as low as $0.88).
Then you register at adsbridge for a free 14 day trial.
Then you register at the affiliate networks you want to work with (clickdealer, mobidea, adsimlis, yeahmobi, etc, etc)
Then you Ask your AM (Affiliate manager) for the top 3 offers under $2 payout.
Then you register at a traffic source (for CPA pin submits, like sweeps or antivirus) I would suggest you try pop traffic, like popads, popcash, zeropark, propellerads, adcash, etc.
Set everything up with landing page, tracker, offer, tracking pixel, etc.
When everything's set up, you start the campaigns at the traffic sources and you wait.

Analyze the data, where there any conversions? If so, where did they convert?
Run more.
Analyze more.
