Which type of link penalty? If you are talking about Penguin hit, we eliminate all the spam backlinks by submitting them into the Google Disavow Tool.

Also, do not use any back links artificially. No link farms. Don't post an abundance of good linking in a single day.
There are loads of great articles in this communnity about proper linking. It is an art, it is easy to learn, and with it you must offer all of the other qualities the SE's require in your site to benefit fully from the links. Stuff like high quality content, authoritative content, frequently updated content, etc.
Also, don't forget to get a set of brains on internal linking, which is powerful when done correctly.
