Know what your talking about before posting on forums. There is no such thing as 'offline optimazation'.
Maybe you mean 'off-page optimisation'. Even if that is what you mean, it is still bad advice. On-page optimisation is just as important as off-page optimisation.
i agree with surreypcsupport on page is really needed, you cannot ignore it, though it is just 10% of the total Seo work, but unless it is done properly, you can no expect good results from Off page optimization efforts
