How to create Click to call Landing page?

I am planning to start, click to call promotions for that I need a mobile optimized landing page. But how can I create mobile optimised Click to call landing page through Instabuilder? It it mobile optimized and I am familiar with this system as I generally create my landing page with this. But I don't know how to create call only buttons on it? or a simple button can work. I don't want to invest for any 3rd party service like Unbounce/Instapage etc. kindly help.

As a rule, the landing page for Click To Call or Pay Per Call is non-essential other than being a requirement of the SERPS Ads Policies. t just needs to be a simple, but elegant, HTML page. You want them to click on the ad, rather then going to the lander.

Yes, as I said, it's a requirement. However, it isn't essential, meaning it is not the focus of a Click To Call ad.
