How long and how expensive does it take to rank a site?

If seo + content locking = money, why isn't everyone doing it? I see some giveaway pages and people are getting organic traffic from search results. Does it take a long time and a lot of money to seo or something? For example: free xbox live code, the first result even beat out the original xbox.com domain.

It is hours and hours to rank a site. The key is doing do follow back links on very high page rank sites
