Google Keyword Planner Not Free Any More

I don't know if get it wrong ,but I tried to do some keyword research and it asks for website ,daily budget and billing info.

Don't think so. It would be all over the news.
I just did a quick search and everything worked fine for free.

Did you already run ads with your adword account?when i try to use is it redirect me to a page to create ads and after that billing info,in screenshot above,I have adword account but never run ads with it before.

i don' like adwords keyword planner. i don't think it is verry exact when giveing the results. if you test those keywords with other keyword software you will see a huge difference on competition.

I haven't run ads with them, but filled my info a long time ago. If you're using the keyword planner they're never going to bill you anyways. So, no problem.

thank you @servandosilva I get it now,the interface has change ,there is no free pick you have ton enter your billing info,but after pause the campaign
